Piplup, stunfish and eevee

I read the location guide, but I can't find these pokemons, plis help me.

Stunfisk is a moderately rare encounter, just keep wandering around in its location and it will show up.

okay, but where is the rock that I need mine to get the "rare candy" for get piplup?

and what about eevee? The tree don't disappear

For Piplup, you can find the "Rare Candy" in the area that you had followed Bennett to (Beryl Wall I believe).There should be two paths, where the right path has a rock which you need to click on in order to get it.

For Eevee, you need to be in the area during a windy night. Once that occurs, the tree should disappear and lead you to the Mysidia Cove. Inside the cove, you'll notice rail tracks bent and pointed in certain directions. I believe you just need to go in the direction that rails aren't pointed to.

The 'Rare Candy' required for Piplup is found on 7th Street on the path to the underground lair. To the farthest area right, there is a mining rock that must be mined twice- once normally and once using Black Powder to destroy it. After that is destroyed, the rock behind it can be accessed, which contains the 'Rare Candy'.
