Best place to ev train sp.atk?

Check out the EV training Guide that is on the 'On the Hunt' section.

But as for your question, the best place would be at Citae d'Arc... yeah that place (preferably where Arceus supposed to be present)

This place, and the Citrine mountain water, as 60% of the time Golduck appears, as well as octillery, for your mixed attackers

You can also go under the Grand Staircase in the room with the unowns.. Its really good for mixed attackers plus most of the pokemon are in the 20-35 range so it helps if you are levelling up as well.. Trained a Gyarados from level 20 up till like 40..

Japanese stated the best one imo. The amount of ease it takes to get to Citrine Mountain compared to going to Citae d'Arc makes it much more preferrable.

Two other places I can say you could EV train would be the Shade's Gym with the Magnemites and Pyrous Mountain with Slugma and Numel.

i train my pokemon ev by beat woobat continuously in the railnet with power item, woobat will gv u speed ev, if u dun wan it, u can simply use friendship berry to reduce it. Assume you get sufficient ticket to department store for power item and friendship berry, berry can be oways plant in route 1 and get extra for free

To be fair, i was supposed to be studying for a test... ahaha, but yeah, it was an easy place to train my galvantula up, as well as the 2 speed EVs from Luminon 20% of the time, which also helps a lot
