By joining the Aqua Gang in the Lapis Ward hidden alleyway and doing their respective sidequests.

Joining the Team Aqua Gang

Team Aqua Gang event:

The Team Aqua gang member hangout is in the Lapis Ward, south-east of a very large building in the center of the ward.

To join the Team Aqua gang, you need to battle the 2 members guarding the entrance to their alleyway. Once you do, talk to the leader in the back to join them and to get your first mission right on the get-go. They will tell you to meet up in the abandoned house in the Lapis Ward, which is directly north of the Pokémon Center. Meet them during night-time to get briefed about their mission; Pokémon Theft.

Mission: Retrieve Ms. Craudburry's rare Pokémon!

Just south of the Lapis Ward Pokémon Center lives Ms. Craudburry, a rather crazy old lady who doesn't trust anyone and is very suspicious of anyone who enters her house. If you enter the house right after the mission briefing, the door will be unguarded. (If you go there before accepting the mission, you will find Ms. Craudburry guarding the door.)

Enter the door and battle the Team Magma Gang members and make your way to the center of the room, where you can find 2 item balls. One of them will contain Ponyta, the other will be a Fire Stone. Take both items and both teams will flee.

Upon leaving the room, Ms. Craudburry will stop you, informing you that she has called for the Reborn Police. After the police officer talks Ms. Craudburry out of her usual nonsense, you can leave the building. Before you can continue though, the police officer who was just inside will apologize for Ms. Craudburry for being so annoying and give you a Bike Voucher. This voucher was initially for his daughter.. But the plants-

After defeating Shelly, you can immediately access the second mission (that gets you Carvanha, first mission is required to trigger second missiong post-Shelly).

Mission 2:

Aqua/Magma Gang event! Mission #2: Eliminate the competition.

Whichever gang you ended up joining back in the Lapis Ward, go to your gang leader and speak to the leader. They will tell you that it's time to eliminate the other gang once and for all, for the sake of the Lapis Ward.

- If you spoke to the Magma Gang's leader, head into Lapis City and cross the street from the Pokémon Center and head east into the hidden alley to confront the Aqua Gang's leader.

- If you spoke to the Aqua Gang's leader, head outside of the Lapis Ward and keep heading east until you find large buildings and a dead end. Head north at the dead end to find the Magma Gang's hideout and face the Magma Gang's leader.

Be warned, the leaders have teams with level 40-45 Pokémon!

Each leader uses their respective team's mascot's final evolved form. Houndoom for the Magma Gang, Sharpedo for the Aqua Gang.

Once you defeat your opposing team's leader, heading back to your hideout will net you one of the following Pokémon:

- If you joined the Aqua Gang, you obtain a Carvanha.

- If you joined the Magma Gang, you obtain a Houndour.

Sidenote:

The Magma Gang leader will lead with a Drought Vulpix in the early 40's, a Houndour in early 40's, and a lvl 45 Houndoom.
