Just from what I've read, you need to complete the WEST Gearen Side Quests in order to get the Eevee. If you're just starting the game you can access the Oceania Pier, the East Side (With the hotel, stores, day care, gym) and the "Central Area" (the Gearen Lab, Appartments) but you do not have access to the West side.

It took me an extremely long time to find a Cleffa.  had more luck finding fairies by the thin strip of water. I believe it needs to be at night. Doubt this makes a difference but I think I was in v6 at the time.

I just searched all of Kakori inside and outside and couldn't find it. I'm guessing the trade was either changed to a different place or removed.
