B. It depends.

(IMO) The best starters that aren't Fire type would include Froakie, Totodile, Turtwig, Snivy, and Chespin. I like Totodile because of that Sheer Force. Froakie is really frail, Turtwig isn't the fastest, Snivy is only useful with Leaf Tornado, and Chespin... Well, I love Chespin, but Totodile is really stronger. Of course, Totodile has its cons, like the fact that it isn't as fast quite a few Pokemon and some of its best moves aren't available without breeding or a long way in the game.

i got me a Froakie in the beginning and its really beast, it evolved into a powerful Staraptor.

No but seriously its pretty strong in my opinion and it one shots a lot of pokemon with water pulse with a bold nature, so if u can get a good spA+ nature on it it will be really usefull

Imo, I don't think that Fire types are all that great in game to use as starters because you can obtain other powerful fire types fairly easily. My favorite is the obvious in Litleo->Pyroar. Some of the other good starters include Froakie and Turtwig though. People will say Froakie isn't all the good. He is, even for the sheer novelty of Protean which allows you to easily take care of any weakness you posses through your ample speed.

The best starter is the one that fits the team you'll plan on having in the future.

Cliché, but true.

Totally true.. Also for Froakie, I agree that Protean is good, but without the moves it isn't all that useful.. So you have to breed them onto it or just use it as is, if you hate breeding.. It's natural move pool is kinda bad imo.
