You're not at this point in the game but oh well. The Old Amber can be found by giving the girl in Ametrine City who was looking for a stone a Floral Charm, which can be bought at the Lapis Ward Flower Shop.

I guess I really do need to replay through Reborn. I believe to get the Old Amber then you trade a Pidove to the kid in the apartment.

for old amber go to ametrine city in the first hotel building you see on the top floor a kid will say how awesome is staraptor and that is evolves from pidove speak to him while pidove is at the front of the party and exchange it for an old amber
