Go in and to the left and then go outside and the place will be filled with them. But first there's a battle against the shifty gang or something. A easy way to get the desired weather is to check the weather forecast via one of the many tvs in Reborn. From there, change your date to have the desired weather or advance one week into the future to allow for a different forecast if your present forecast doesn't have it.
