Some balls didn't exist prior to Gen 4 and still use the last known formula for HGSS, like the "Johto exclusive" special Poké Balls. So in a way, they don't really follow Gen 6, they follow the last known formula for said special Poké Ball type. Being a 4x rate if the Pokémon's base speed is 100+, or a 1x rate if the Pokémon's base speed is under 100. (Quick Balls are your friends.)
