Some VNs absolutely will not progress or will progress differently depending on the player's input and that within itself gives it enough reason to be considered a game. Some might have puzzles in it I guess, but for the most part, the 'gameplay' style is multiple choice test. For the most part, I don't consider them as games. A game is where something give the viewer the power of choice and complete immersion. Something is made a game if what you do is meaningful. Another example of a game without a win or lose condition is Animal Crossing or Minecraft. Those games are just plain and simple fun. There is no actual goal you are working towards. Sure in MC you can die, but the goal of the games is to present the player the power of choice. That is what makes those games, games. It is what makes Visual Novels games as well.
