Then listen up and do as i say! You'll get this first, i assume You cant have Pikachu learn HM Surf From past Generations Or whatever is close to it They key to make a Pikachu (Maybe a raichu) learn it, is to Change the gen to 2nd and giving him it... 2nd gen allows it, but I do hope you do Pikachu as your first pokemon, because you'll lose all the other who aren't #1 - #151. When you battle after this, you should have a Pikachu with Surf!
