Where are the zubats?

I don't exactly remember where I heard it, but I heard somewhere that there are supposed to be Zubats in the underground railnet, near the main hall, but I can only find Woobats and Noibats. Am I just being really unlucky, or am I looking in the wrong place?

No, Zubat was too powerful for the early game.

The first place you'll find them is Azurine Island if I remember correctly.

I believe way earlier in development there were zubats in the railnet maybe episode 9, point is there used to be but they were replaced with noibat
