Okay, so this is my second complete runthrough of Reborn that I started a few weeks ago, and I've just got to the point where Luna is captured and you have to visit 7th street. Trouble is, I'm locked out of 7th street for no reason.
I do know how to get into 7th street, and I've completed the Aqua/Magma gang sidequest. I then went over to speak to my gang leader, who did the usual message of telling where 7th street is and allowing me access (Screenshot in the spoiler)

Upon arrival to the apartment which leads to 7th street, I am then confronted by the "This building is for tenants only" woman, who continues to refuse me access. Again, screenshot in the spoiler.

Did I miss a step? I don't think I did, but it is possible. I'm also attaching my save, in case anyone wants to tinker with it. I've tried going back to the previous save I had from backup, which was just after beating Radomus, and played through, with no difference in result.
As a final note, if someone does access my save file and is then confused as to why I have an excadrill, it wasn't through cheating, but through the growlithe mystery egg event.
