Police officer sidequest

I've somehow got the problem to find all the officers in the sidequest. I've defeated ciel and wanted to get the mystery egg. But yeah... I can't find any of them, and there is no one in the police station. Aaaam I just an idiot oooor.... yeah...blub ._.

I don't think the Policeman quest can be completed once you reach a certain point in the game iirc.

I think they disappear after 9th badge and also chief disappears after that and you can't get growlithe then

So what would the possibilities be for the 18 different Pokemon? (I know Axew is one of them and I really hope i get him...)
