Prism Scale Accesible from Agate?

I am finally onto Ciel. i got myself a feebas, but now I need the prims scale. i know where it is, but don't know exactly if I can access it yet cos I can't leave Agate. Does anyone know offhand if its possible or do I have to finish the story first?

I need to level a water pokemon to help me with Ciel and I would prefer that pokemon to be Milotic, but if it's not possible it would save me a lot of time

Just to be clear, you mean the entrance on the far left (after the cove entrance) or the left entrance when untering celestine cave under the cover?
