Gible/Garchomp Question

Hey everyone. I've been around for the past week, using the forums to find answers to random questions I've had about the game, however I haven't had an account for the forum yet and just created one. With that being said, I have a question...

Throughout my browsing of the forums, I have seen multiple people who have their teams in their signature, and I've briefly glanced over countless teams.

I have seen that some of these teams consist of pokemon I don't believe are even available in the game yet, such as Garchomp or Hydreigon. My question is: Are these pokemon actually available, and if so, how does one go about obtaining them? I looked in the Pokemon Location thread and it says they're not available. If that's the case, then how can they be a part of someones Reborn team, if they aren't available yet in game?

I'm also looking for a list of the better pokemon in the game to obtain. I've reached Route 2 but so far my only semi-decent pokemon are Ampharos (kind of), Arcanine, and Scrafty. I just obtained a Ralts, and I'm fond of Gardevoir so I'll train that up and probably use that too. But I want to know of others. I can't seem to find Magikarp at all, I've done most of the sidequest and have reached the point where it's supposedly been sold on 7th street. I don't know of Gyarados is actually good, or if it's just used a lot. I haven't used one before, but I'm wanting to give it a try.

Some people have competitive teams in their trainer card rather than in game teams (many from the old reborn online league).

So these pokemon aren't in their actual runs of the games (although some of the pseudos became available to individuals who won tournaments).

So no, as of now you can't get them but you'll be able to by the end of E19.

Also, Gyarados is not available at the moment. He was nerfed a while back.

Even those who won them in a tournament haven't received them yet (I'm one of them) :[ I think the only guy who has a pseudolegendary dragon is the guy who won a Dratini from a Facebook event a long time ago; Metagross is available in the game and you can get Magikarp if you manage to get one of the earliest episodes of reborn or you ask for one in the Trading Thread here in the forums.
