[Resolved] Can't find Teddiursa.

I have looked at all the guides I could find and watched videos but I cannot find Teddiursa in any of the locations where it is supposed to be. I have found it several times already but now it appears to be nowhere to be found. Is there something I am overlooking; does it need to be a certain time of day/weather?

As far as I know, it only needs clear weather so try doing that on a day like that.
