Ghost-Type moves deal an additional 50% damage to targets with Fear. - Ghost-Type Pokemon are immune to Fear. - Pokemon with Inner Focus are immune to Fear. - Normal-Type Pokemon inflicted with Fear are no longer immune to Ghost-Type moves. Questions? Double flinch, what does it mean?: A move like Stomp has a 30% flinch chance already. This does NOT mean that Stomp now has a 60% chance of flinch. This DOES mean that the opposing Pokemon goes through two 30% flinch checks. - In other words, If the flinch chance of Stomp fails, the game will "try again" for a flinch. Serene Grace = Serene Broken?: In short, No. This effect is not amplified by Serene Grace as it is not the secondary effect of the move itself. - Serene Grace Togekiss uses Air Slash - 60% chance of flinch. If that fails, the game tries for a 30% chance of flinch. - This is theoretically a 90% to flinch. That a problem? Use a Pokemon faster than Togekiss. - Pokemon with Serene Grace would not have access to Fear moves. Use support Pokemon to cause Fear instead. Fast and Fearless: Flinch only works if you attack before the opponent. If they are faster they cannot be flinched. This means that Fear is less effective against fast targets. - Trying to inflict Fear on something fast? Slow it down. - Can't slow it down efficiently? Use priority moves. - Use these tactics when you are inflicted with Fear to avoid flinching. Moves that use Fear? Astonishing: Astonish Type: Ghost Power: 30 Accuracy: 100 PP: 15 (max. 24) Effect: Causes a 30% chance to flinch the target. *BOO!* New Effect: Has a 50% chance of inflicting Fear. This effect doubles when Astonish is Super Effective. So Scary: Scary Face Type: Normal Power: -- *I'm not afraid of you* Accuracy: 100 85 PP: 10 (max. 16) Effect: Lower's target's speed by 2 stages. *Fear my ugly face* New Effect: Causes Fear and lower's target's speed by 1 stage. Your worst Fears: Nightmare Type: Ghost Power: -- *No Escape* Accuracy: 100 -- PP: 10 (max. 16) Effect: If the target is asleep, Nightmare deals 1/4th Max HP as damage each turn. *Also* If the target is afraid, Nightmare deals 1/2 Current HP as damage. New Move: Terrorize Type: Ghost Power: -- Accuracy: 95 PP: 10 (max. 16) Effect: Causes Fear. Who learns Terrorize? Just a little bit better since Paralysis also slows you down (and well there is a 30% chance to get Flinched vs the 25% of getting paralized) at least , as you said, you can just use a fast pokemon to avoid the Fear effect. Cause you can't be saved from a ThunderWave+Air Slash Togekiss just by having fast pokes): that thing is a nightmare. That thing is real fear. Just a quick lesson in probability: a chance of 60%, followed by a chance of 30% doesn't equal a chance of 90%: P(not flinch) = 0,4*0,7 = 0,28 => P(flinch) = (1 - 0,28) = 0,72 = 72% chance of flinching. The status sounds cool, though. You might want to think about making it temporary, or having moves that remove the status, like e.g. Brave Bird (or make it fail under the Fear-status). Like, theoretically, if you flip a coin twice, you will get heads once and tails once, but thats not always how it works. It might be cool for Brave Bird to remove Fear. Also, adding onto the Brave Bird point, I think it would make sense to have other moves break you out of the fear condition, such as Dragon Rage, Fury Attack/Swipes, and Outrage since when you're angry, you tend to stop caring about how afraid you are. On the other side of things, moves such as Meditate and Calm Mind should break you out of the fear status for the opposite reason, as in you are collecting your thoughts and overcoming your fears. The reason frz status is not used or extremely rare is that it is OP and can be removed only with certain moves, if you're not lucky enough to escape. Hell, even Slp has its OP moments. I honestly believe that a new status would just break the game. Togekiss having 72% chance of flinching you? You do know this thing has 95 base speed, don't you? What about Jirachi?
