The woman's not really part of a quest, but if you talk to a guy in the lower West Gearen City with the Jigglypuff, you can talk to it to put people to sleep. This culminates in letting you Reveal hidden contents steal a jar of honey from the flower shop and steal a Jaw/Sail fossil from the Museum.
