I was reading Eagleby18's sticker guide when i suddently find this:

How can I manipulate the episode to get access to those floors?

if you really want to know then

first colect all 10 stickers then get ep 13 and switch to it go to department you can access it buy whatever you need exit enter a pokecenter and change episode back beware may corrupt your save so back up
