so Im looking for 7 st and i always see people joined the aqua gang I joined the magma gang and I'm not sure what to do.

I joined the Aqua gang as well, but i'm pretty sure all you have to do is to ask your gang leader.

Just kidding, it works either way without regard for who you joined. The plot is mostly the same, your Magma gang leader should take you there just fine. Go talk to Maxwell.

Also the only real difference is an optional sidequest that depends on the gang you joined. The quest is the same, but the reward differs: Magma gang, if you chose it, gives you Sunny Day. The Aqua Gang gives you Rain Dance.

well I went to talk to him and he just said that the aqua gangs gone and that I have a family there.

I'm pretty sure you have to talk a second time to trigger the 7th street dialogue.

You need to have 8 badges to reach Seventh Street. If you do not, continue playing until (eventually) you get that eighth badge.
