A little low on the damage output, but it makes up for that by sheer stalling and/or stat sabotage.

Between murkrow/sableye/mandibuzz, the opposition's Atk/SAtk get reduced so much it isn't even funny. Sableye outright halves their Atk with burns (assuming WoW hits), mandibuzz drops SAtk, and murkrow can run a mixture of both.

Tailwind accelerates the team to a respectable speed, to a point that even spiritomb's Icy Wind becomes a considerable menace - a +1 for either tyranitar or scrafty becomes a threat then, with a Tailwind to back it.

Against teams heavy in priority moves like steel-loaded ones, though, I might face some problems. However, the reduction in offence may help, at least till tyranitar/scrafty/sableye put enough dents in the enemy.

This is pretty interesting, but I think you should put EVs in to Heath on Sableye. 252 HP / 120 Def / 136 SpD might be preferable.

Hmm, sableye needs the SDef EV's due to doubles being quite saturated with Surf/etc., and Def is due to all the scizor out there (horrible things usually can hit him before WoW activates).
