If I remember correctly, he's in the Wispy Tower in the morning, one of the Gym's rooms in the afternoon, and the Odd House/Pass at night, but those times might be wrong. I accidentally exorcised the field with a moonblast from my Gardevoir which boosts fairy type attacks and weakens ghost and dark type attacks. So I got to +3 with calm mind and swept.
