catching pokemon

hey guys i have been trying to catch a pichu and gligar but cant seem to find them where they should be so i would like to ask what weather and stuff do you need to get them

A Pichu can be found hiding on the rooftop garden in the Onyx Ward (Requires beating Fern in Florinia's gym)

Gligar can only be found in Route 3, so depending on where you are in the story, you might still have a long way to go.
