How/Where to evolve Nosepass if not levelling up @ the Yureyu Powerplant?

Pretty sure I'm in the right place but inexplicably my nosepass is not evolving even after levelling up in one of the wings of the powerplant. I've done the Rotom event which turned the plant pitch black again but I don't think that should matter either...

I believe it only works in the back room where the rotom was.

Ahh I got it now I forgot that rotom was actually in a room separate from the two wings

Sorry but I didn't get it I m trying to make evolve nosepass and I don't know how. I have rotom, but I do not remember where I found it can u help plz?

the room is in Abandoned Powerplant (place where you battle Shade)
