Since in obtainable Pokémon he's now marked as an Event Pokémon... So he can be obtained in other way that is not choosing it for starter... Any ideas?? Have a look around the Rhodochrine Jungle, you'll notice some invisible walls that're keeping you from accessing certain areas. Those are actually Kecleons that are camouflaged. So head on over to the Silph Co. building and somebody there will send you on a quest to get the Silph Scope that allows you to see and attack the Kecleons. Be ready for a fight. Inside the Rhodochrine Jungle there is a cave that is filled to the brim with Kecleons, you'll need to fight a couple of them until their "boss" shows up.
