I only have 2 more sidequests I need to do for E16. I can't seem to figure out how to activate them though.

 

The first one is with the Devon/Silph Scope. I have the Devon Scope model but can't seem to find the person that starts the quest.

 

The other quest is with some alleged fisherman that gives you the Super Rod. People have been saying he wants name tags of some sort. I found some name tags on some Team Meteor grunts a while back, so I assume he's talking about those. The thing is, I can't find this fisherman anywhere.

The fisherman is on the shore of Tanzan cove, but you probably have to start the sidequest in the beryl graveyard first by talking to Simon there.

For the Devon Scope, you need to interact with an invisible Kecleon in the Beryl forest, and then give the model to a lady in Silph Co.
