So far I have completed Reborn (e16 new content not taken into consideration) only once, on a playthrough where I didn't beat Garchomp, and I was pretty frustrated not to get the extra dialogue not to mention Julia as a partner, cuz Flo sucks for this fight. I'm correcting this on my current playthrough.

That being said, I don't think it's worth restarting just to beat Garchomp. It doesn't have heavy consequences on the plot afaik. Of course if you're not afraid of starting from scratch and really want to get all the dialogue, by all means do it. It just seems like a lot of "work" for a relatively minor reward to me.

 

Besides, I never viewed losing to Garchomp as a very bad thing. Actually it makes sense plot wise, since it emphasizes both the strength of Solaris and the improvement of the MC by the time they reach Fiore Mansion. To me the "normal" course of action is losing to Garchomp, winning being an option for skilled trainers that gets rewarded with some lore.
