Mrs. Craudberry and police officer don't appear after the robbery event

So a while ago I tried to do the event to get the bike-- I joined Team Magma, met up at the house at night, broke in and beat up Team Aqua, got the Buizel and everything. Saved my game and went back to the house in the morning, and it's completely empty! The area itself is fine but the lady and officer are just not there, so I can't get the Bike Voucher to trade in for the bike. I've tried searching the forums via the search bar at the top of the site, and I did look through the known bugs for a bit, but there doesn't seem to be anything related to my issue.

 

Some things I've been considering:

 

• I do remember playing around with my computer time near the beginning of my game so I didn't have to wait to get Teddiursa. I think I may have done it again so I didn't have to wait for the bike event either (as I said, this was a while ago, so I don't know for sure). Is it possible that this is the cause of the issue?
• The guide I've been reading for the bike event is for episode 15, while the game itself is currently on episode 16. Has the method for getting the bike been changed or removed altogether since the last episode?
• I've only set my options to have a limited number of backups, and I'm a constant saver, so even my earliest backup is saved at a point after the night time break-in event. Did I accidentally lock myself out of obtaining the bike permanently?
