mining kit after defeating ciel

So, I've beaten ciel and downloaded episode  16 of pokemon reborn. however during the time i wasn't able to get back to reborn city it was brought to my attention that I should get a mining kit. 

Now, I've found out where it should be, but I can't get underneath the stairs anymore since the repairs of reborn city. does anyone know where I can find it now?

Between the stairs and the Nightclub, there's a police officer blocking a path to a door. Talk to him and he'll let you through. That door is an access point to under the Grand Staircase.
