Sp. Attack Training

I've been looking for a place with common Pokemon that reward EV's in Sp. Attack, but for the life of me I can't find one. I've found places for literally every other stat except this one. Any suggestions?

I think in Cirque du Soleil (can't recall the actual name of the place where you fight the Ditto-Arceus), on the grass of the bottom floor you can find psychic mons that yield SpAtk EVs.

I think that area isn't accessible after the city is renovated.
