TM Smack Down

Anyone could give me a hinto how to find it? I looked in the item guide and it should be on Celestine Mountain F3, but I can't find a way to that floor. Only place on F3 I can find is the place where is Strength Puzzle leading to floor where Feebas is fishable. Where is that TM?

location is listed in item guide, check tms by number

Oh I never really bothered to use guides much though in my runs. Thanks for the tip. I'll go look for it right now.
