So, i'm just about done with everything up to E16, and there's just one thing I'm missing. TM for Sunny Day, which you get by defeating Maxwell in 7th.
However, he isn't there. I'm in Aqua Gang, done all its missions, got Rain Dance from Archer, and Maxwell is nowhere to be found. I even tried going back to E15, but he's still not there.
