You can get them somewhat frequently by mining the glowing rocks. You can also buy them from floor 9 of the department store. I can trade you one in the meantime, if you don't have access to that floor. Edit: Here is the item location guide. It lists that there is only one in the wild, in a hidden area of he wasteland.
