7th street. Another one! {Minor Spoilers}

I know this has been asked many many times, but I cannot seem to be able to get access to the 7th street. I am already a proud Aqua Gang member, we made the Magmas flee, but I don't know how I can get access on that building in Lapis Ward. Can anyone help?

Have you reached the point where you have to go to 7th street?.I mean has Luna been abducted yet?

No. Not yet. But I don't know where Cain and Radolus went after I beat Arceus and opened the gate. Some help there? Thank you in advance.

Luna must first get kidnapped before going to 7th street.As for where to go next,i believe after you are done with dittoceus you go to reborn through the stairway gate and then to coral ward(Adrienn's City)
