I need to finish this quest to get the keys for Kristilline City hep center. If so, I'm assuming you went ahead and started doing that portion of the quest and found them. At the end they gave you an egg, if your team was full you wouldn't have gotten the egg. The answer to this is go pick up the help request but instead of looking for the ranger, surf up to Mount Valor toward that same house. If what I'm assuming is all true, a dialogue will play saying that Tropius got its egg back while still surfing toward the house. You can then go back to the Help Center and collect your reward. You can start it without even accepting it at the help center, the rest happens kinda randomly but eventually will sort out. I got into the house without accepting the quest, I beat the xen grunt (which was invisible), he gave me an egg (which I couldn't find anywhere). I went to the help center and started the quest, got to the tropius and there were no rangers, tropius would say "tropius seems content"; in the end, not giving a f*** about that quest, I was just surfing back to mt.
