It's a prevalent detail when we meet her during the Rescue Heather segment as she seems to rely on them to help keep herself together(she does have a lot of weight on her shoulders after all) and even uses it to inflict a burn on Sigmund for revenge. It's even her badge's symbol and pretty fitting for a fire type specialist. The smoking I feel is kind of an important trait of her character, and yeah I don't think 14 year olds should smoke either, but Charlotte's not the kind of girl who does the proper thing all the time anyway.
