Petilil doesn't appear

Hello people. I'm currently doing a grass monorun and would like to catch a Petilil. As far as I remember, Petilil appears in the obsidia park when it's sunny, however it hasn't appeared for me. Has its location been changed in E16 or am I doing something wrong?

 

EDIT - I fucked up and forgot you needed two badges. Sorry for the post
