Eevee and Ralts are available elsewhere in the current episode. I've gotten Jangmu-o on two separate sessions within 30 minutes, but I've never encountered any of the other starters. Meanwhile others have soft reset for hours without any luck I have the Jangmu-O save file still, if you want a Jackpot without reseting (though it is arguably the worst one, so you will be missing out on Primarina---my new favorite).
