How to get Miltank?

So I know that Miltank can be apparently found on Route 1, but is there anything specific I am missing? I don't believe I've ever seen it in a random encounter, and I don't know if there is a trick to get one of the ones active on the field to join me if possible? Any assistance would be appreciated. :)

You can't catch those visible on the road as they already belong to someone (hence why interacting with them specifies they're wearing a collar).

You have to catch one from the tall grass. They're pretty rare and (to my knowledge) show up during daytime.
