Ainz Ooal Gown
O that'll take too much time, i saw that one of fanmade pokemon game dev's post that it took a year and the game isn't even finished yet , and that's still won't be bug-free guaranteed. Because of that, I recommend to try something less take time, like spriting, or shiny hunting, or just be a breeder Edited November 22, 2017 by Ainz Ooal Gown
Phi-Bi
Most fan-games are made with RPG Maker XP with Pokemon Essentials as the starter kit. You need to familiarize yourself with RPG Maker XP if you really want to learn. There are several RPG Maker XP tutorials on YouTube. Once you get the basic, you should have easier time using Pokemon Essentials. My tip is try making a small game first (around 2-4h of gameplay) before making any attempt a full-scale game. If you want examples, "Pokemon: Attack On" series is a good example of such short games. After that, you could decide if you want to make a full-scale game (like Uranium and Insurgence which has been completed, or Reborn which is nearly finished). Chickens
If you do decide to make a game, then i suggest you to read the pinned topics in the Developing Games. They may prove to be of some help to you in planning it.

Some Pokemon Reborn's resources like Pokemon sprites are free to use provided credits is given but you can ask Ame for further details. (I believe that the characters's sprites should not be used. Not sure about the scripts.) Well, Pokemon Reborn is nearly finished but Ame planned to make another game--an original series: Starlight Divide so I think the fun doesn't end here~ Plus, with Reborns' completion you are free to make any mod without being wary about major changes from previous episodes. ssbCasper
I'm kind of late to the party on this one, but besides all the great advice everyone else gave. (thundaga's channel and the topics in this part of the forum are a great starting place!) I just wanted to add that practice really does make perfect when it comes to making a game. Tutorials will teach you the basics but all the advanced stuff comes from your own manipulation of essentials and pushing it to the limits of what the code can do, so just play around with events and interactions to see what works and what doesn't. Sprites and tile making takes tons of work, (we have 15 people to give feedback and criticism for all the sprites and stuff made in our game) so I recommend posting here or asking specific people for feedback when you make your first few until you get the hang of it. Someone said you should make a short game before beginning a full project and although I agree you can always start your project and go back to fine tune things after the initial demo when people can give you feedback. Don't really want to type an essay here but if you ever need help with anything and can't find a quick answer feel free to PM me I'd be glad to help!
