I believe if you repair the railway in Reborn City, you can go to the tunnel and find two guards. Talk to one, and he gives you the vest.

You might want to breed Grassy Terrain. In Reborn terrain changing move can be very helpful against gym leaders

 

Heracross

Pinsir is much better for the mega due to the speed, IMO. Mega Heracross is very slow, you might want to go for Def/HP EV instead of Speed for Mega Herac.

 

Aegislash

The stat is all over the place? Max SpA EV but with Swords Dance? Flash cannon is spec and Shadow claw is phys.

Iron Head is available from tutor as a phys replacement for Flash Cannon.

Shadow Sneak is much better than Shadow Claw cos of priority, IMO

Your team seems pretty good to me. The only change I would make would be to give Garchomp Stone Edge instead of Iron Head, but that's more due to personal taste. I get the idea is for Garchomp to be able to deal with Fairy types, but ideally, when facing one, you should probably switch out to either Aegislash or Greninja instead of risking him, and Stone Edge would give him much better coverage. Also, again, personal taste, but I think that non-competitively, Aegislash works better as a physical attacker instead of a special one, due to his movepool. Also also, Nature Power is pretty good in Pokemon Reborn, so you could try teaching it to your Serperior.

missing a support. meowstic is one of the best supports in reborn due to its acces to misty terrain and reflect / lightscreen + prankster. Followed up by klefki, but thats my personal taste. there are lots of good setup-ers. Titania i almost solemnly beat with setting up misty terrain + reflect and switch in garyados, dragondance + moxie. Titania's ace outspeeded my garyados cause of priority or misty terrain being over....

There was a bug in the EP16 community release where you could steal your opponents items. I'm not sure how I did it, but i have few choice specs, leftovers and most late game items... I'm not even sure or this is patched in 17
