HUEnd
Because, at some point of the game, gym leader's pokemons have optimal stats and sets (proper EV spread and nature), which might make a difference in a pinch. #EDIT: Just like @honeybutterfly mentioned, you should always look out for speed buffs/debuffs from the field. Always study up the field you're battling on, so you can fully take advantage of it and overcome certain issues like this. Silver Boy
Like HUEnd sais, gym leader's pokemons have high states, IV's, EV's, ando also help from the field. Gym battles always hard, especially in Reborn.
Wolfox
depends on everything that is said above and the mons themselfs. Don;t expect a Gardevoir to outspeed a Gyarados

Jess
@Wolfox It's not impossible for a Gardevoir to outspeed a Gyarados. They have 80 and 81 Base Speed respectively, it isn't huge. Unless Gyarados is Jolly, with 31 IV and 252 EVs in Speed. Not the best example you could give anyways xD. I expected something like Archeops always outspeeds Garbodor! Wolfox
@Jess That's my point tho. even with such a small gap in speed you should never expect to oustpeed
Jess
@Wolfox Ah, I see. I interpreted it wrongly I see what you mean!
PokeFailure
It's made to be as hard as possible, don't exactly wanna breeze through the battle in 2 tries now do you? What's a gym battle without getting rekt on the first three tries and forcing yourself to go grind up some pokemons and come up with a strategy. or just cheese your way through.
