EV Resetting Discs

I found this guy who sold EV resetting discs that reset the EV's for a stat and each disc was $10,000. I cannot remember where this guy was. If someone can let me know, that would be very helpful. I thought maybe 7th Street, but I checked and could not find him.

Peridot ward (post-fly).  He's the bottom right stall in the new market (where a factory used to be).  It is only open during the day
