H I've been collecting shards to free all those slaved pokemon in 7th street... I was wondering if you can still purchase them or if mining kits and battling that clown outside the circus tent in Agate circus are the only way to obtain them. Thanks in advance for any replies.

Buying them was (apparently) phased out in ep 16 (though it might have been earlier for all I know).  Mining and the clown are the only two ways, unless 17 added a new method.

There's also quite a lot of hidden shards if you use the itemfinder

Ah I see, I remember there being a lot of controversy around the fluctuating price of the shards between episodes so the devs must have decided it'd be best if they took out the purchasing system all together.  Thanks for the reply.

Just press Shift every few steps with the Itemfinder as your Key Item to handle this quest. There are more than enough shards avaiable until this point to buy all the mons on 7th Street. Freeing Ditto on Blacksteam Factory is also a good thing you should've done so you won't have to spend shards to buy it.
