That means that even flying Pokemon's swiftness might be reduced by the water surface, just because they touch the ground, Charizard is one of them. For example, Rotom or Victreebel (Even if it's not the fastest) are airborne and could be quite useful against Amaria's team. By definition, those are Flying types and ones with Levitate. The mechanics do not serve personal ideas for each pokemon. Examples: Victreebel is neither part Flying type, nor does it have Levitate as its ability. Therefore not airborne. Charizard, being part Flying, is airborne. Rotom, having levitate, is airborne.
