Looking at it on serebii Alolan Sandslash can only learn it via tutor but that's only in Ultra Sun and Moon, and those changes haven't been implemented yet. In the meantime I would suggest breeding it or get another Alolan Sandshrew and train that one at least until level 30 before evolving it since it learns it naturally like that.
