I just read up on it, and I feel like I made the wrong choice in fighting him at the water treatment center. Seeing as he sort of frees himself if you don't fight him, and then not appearing at all if you do. I wonder if he's coming back later on my route. Hopefully he is, the guy deserves it imo.
