Chikorita still obtainable?

So I've completed the current story of the game and now I'm going around getting pokemon and breeding.  I want to get a Chikorita and I read that you can get it on Azurine Island by showing a man a Chimecho but when I entered the building he's not there.  Am I too late to activate the event or is the event gone?

If you fund the renovation project for Azurine Island in the Grand Hall someone in the renovated nature center will give you the chikorita.

ah okay.  I've already funded the other two projects so it seems I'll have to wait on that.
