Help! Lost NPC

Hi! I'm trying to get ralts (8 badges in) and i bought the powder and got the corrupted ball but when i went to critical capture the guy isn't there, any ideas?

I think that maybe you must have more badges. I have in mind a certain event that could unlock it but you need to go further on story and it could be spoil.

I'm pretty sure you need the reconstruction of the town and if I remember correctly it's later in the game.

But I might be wrong as I did the ralts thing long ago.

As of E17, this NPC doesn't appear anymore until you return to a renovated Reborn City, significantly later in the game.
