Is there a good place in Reborn to try and attain a large amount of Heart Scales?

Anywhere that has a good amount of glowing rocks. You can find these under the Grand Stairway, in the Wasteland Grotto, in Tanzan Mountain's depths, in Ametrine/Citrine/whatchamacallitine... all cave-like areas in the game really. Soft-reset in front of a rock and mine it until it gives you 1 or 2 scales, then move on to the next rock.

 

What I generally do with glowing rocks is that I mine them once when I first go through an area, then when I need to mine something in particular, I come back and remine them with Blast Powder. Heart Scales are fairly common, so you should be able to get a decent amount just by playing normally and looking everywhere (a few are scattered here and there as invisible items).

fish for luvdisc or farm using pick up mons lvl 91 mons have higher chance of giving heartscale plus u get other items. i usually have a bunch of pick up mons on my team while ev training/grinding . mining soft reseting is also a good way but it is kinda limited. for fishing u will need a compound eye ability mon to get a 50% chance of getting heart scale on luvdisc. best compound eye pokemon is joltik/galvantula as it is fast can learn thief and a grass/electric type move to kill other non luvdisc pokemons while farming for heartscale. usually i combo pick up+luvdisc hunting. u get decent items like pp up/ability capsule with pick up mons also
